I would like to know how to get the helicopter or the small plane at the airport.
I have completed all the main missions in the game and the mission "self-defense."

Yes, you can have it, but to get the hunter in Liberty City Stories, there are several steps:
1. Download WinRAR at this address: https://www.commentcamarche.net/telecharger/utilitaires/24097-winrar/ and then install it.
2. Go to: http://www.libertycitystories.fr/. On the left, there is a file section, click on backup, and download the save: Pack for 2.7 and above (EU)
3. Find where the save is located on your computer.
4. Once you find it, its icon should be a stack of books, connect your PSP to your computer with a USB cable.
5. On your PSP, go to PSP settings and then to USB connection.
6. Extract the save to the corresponding removable disk, and in the removable disk of your PSP, there is a savdata folder and in that, a backup folder where you should extract it.
7. Disconnect your PSP, start the game, and load your save.
8. Go to your garage; normally, there should be the hunter, and to get it out, enter the cheat code: L R circle L R square L R. Press circle and immediately enter the cheat code again.
AND YOU'RE READY TO FLY.

For Vice City (I finished the game 10 times) at the airport at the beginning you can find a Hunter (after the 2 missions with a Hunter) near the parking lot with the nice American car, you will see a Hunter to shoot rockets O and the machine gun O+X, good demolition by the police officer Geoffrey.
